NEWSFLASH - FAKE EMAIL ACCOUNT SET UP IN MY NAME
A bit about me:
My name is Tracy Morgan and I am a resident in the London borough of Camden.
After experiencing first hand what I believe to be corrupt, unlawful and harmful practices as defined by various UK statutes by council housing officers in their management of tenant participation, I decided, after getting know where with this municipal corporation called 'CAMDEN COUNCIL' (when I brought my concerns to those who run the council), to take a stand and expose these harmful practices.
I am also taking a stand against the criminal and morally condemnable behaviour of those who have told malicious lies about myself and other residents to council people and the police (as well as other criminal behaviour) who 'Camden council' provides funding and protection to, to run the committee of the borough wide council tenants group called the 'Camden Association of Street Properties'.
I am truly shocked, disgusted and outraged by the conduct of all parties involved and feel extremely let down by all of them - so-called tenant 'reps', council officers, elected members of the council and Camden police.
A bit about CASP:
- Is a Council project 'officially' set up by Camden Council in October 2004 when CASP's first committee was elected.
- A few 'kindly' council tenants offer their services to Camden Council to get a committee together. Lots of 'incentives' are given to these kindly tenantssfor taking CASP on.
- Lots of propaganda is banded about by the CASP committee and Camden Council that street property tenants 'need a voice', that 'CASP is working in the best interests of' its 7,500 members' ...... blah de blah blah de blahhhhhhh. If you say it enough times it makes it true? If you say it enough times you brainwash everyone into believing it?
- The Camden Federation of Tenants and Residents Associations (CFTRA) claim they spent £15,000 on CASPs 'relaunch' period.
- An 'unincorporated' group who do not legally exist, cannot open a bank acount in its name, or enter into contracts in its name or receive grant funding in its name. To get around this the housing directorate provides casp committee members with a government credit card that only authorised council officers are 'authorised' to use.
- In total over £45,000 of tenants money has been spent by the council on funding casp. Why casp is 'representing' leaseholders isn't clear as it is tenants who pay for casp.
- Is badly managed.
- Excludes most street property tenants from its district meetings.
- A laughing stock
- Holds secret committee meetings
A bit about what casp isn't:
- A genuine representative body for 7,500 council street property households.
- Registered in accordance with the Landlord and Tenant Act 1985
- A consultative body as was orginally spun as, as the casp committee doesn't actually consult with its wider membership
- Open with members about what the committee gets up to at meetings and behind the scenes.
- Doesn't make public its committee meeting dates.
- Doesn't without having to do battle with them put committee meeting minutes up on their website. Still refuses to put up the last 10 months of committee meetings up.
- Open about its accounts and doesn't produce them at AGM's for general members to inspect
- Value for money.
- Doesn't reveal to general members the names of committee members

me to do so. Better still and in the public interest I invite casp committee members to reply to the allegations made
against them.
I do have the right in law to express my opinions
and without interference from public office holders who prefer to use
other public office holders such as the police to intimidate me into
being silent, than to contact me directly to resolve issues.
All
to often we see dubious characters mis-applying the Protection from
Harassment Act as a means to intimidate others (who speak out about
wrong-doing) into being silent.
NB Because camden council is so secretative about casp and its funding I have had to track down much of the information I have about grant funding and the legal structures and workings of tenants groups. This means that at the time of writing I believe the information about casp and its funding to be correct.
This means that I may not have all of the relevant information and may not have the whole facts, and will from time to time have to amend what I have written.
